I live in Italy and travel most weekends and have found venere to be reliable for bookings. You can look at hotel locations on a map. From the Arezzo page, there are selections for surroundings of Arezzo and surroundings of Perugia that will be locate hotels in smaller communities nearby.
Arezzo is an easy day trip on the train from Florence or the area around Perugia. I have done Arezzo as a day trip from an hour north of Bologna for the giostra (in addition to the art) several times.
A couple of the cheaper options (around 60 - 70 euro per night) are: Hotel Da Elide or Hotel Vignola in Santa Maria degli Angeli Assisi which are both within walking distance of a train station.
The Etruscan Chocohotel in Perugia might be even cheaper and it’s not too far from a train station. There are a number of options in Perugia that will run about 50 euro per night.
Perugia is definitely worth a visit itself. There are some wonderful works of art in the gallery near the fontana maggiore in the upper city and the old houses in the underground area are interesting.
